Harlan Electric crews repaired overhead distribution lines to restore power in the wake of Tropical Storm Fred. The storm dropped torrential rains that led to flooding and spawned a tornado in Thompson that knocked over utility poles and trees throughout northern Connecticut. More than 1,200 outages were reported.
